東北電網系統保護工程五大系統全面投運

1月4日從國家電(dian)(dian)(dian)網有(you)(you)限公司東(dong)(dong)北(bei)分部(bu)獲悉,隨(sui)著東(dong)(dong)北(bei)地(di)區(qu)(qu)74套寬頻振蕩(dang)監測(ce)與(yu)監控(kong)子站(zhan)裝置投運,東(dong)(dong)北(bei)電(dian)(dian)(dian)網系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)保(bao)護工程五大(da)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)(高頻緊急控(kong)制(zhi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)保(bao)護調度端(duan)安(an)(an)全(quan)(quan)監視管(guan)理系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、扎魯特(te)特(te)高壓(ya)(ya)換流(liu)站(zhan)近區(qu)(qu)自動電(dian)(dian)(dian)壓(ya)(ya)控(kong)制(zhi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)保(bao)護網絡安(an)(an)全(quan)(quan)防(fang)護系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、寬頻振蕩(dang)監測(ce)與(yu)監控(kong)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong))全(quan)(quan)面建(jian)成并投運。東(dong)(dong)北(bei)電(dian)(dian)(dian)網系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)保(bao)護工程通過多種控(kong)制(zhi)手段優化協調,構建(jian)了高可靠(kao)性、高安(an)(an)全(quan)(quan)性的綜合(he)安(an)(an)全(quan)(quan)防(fang)御體系(xi),可系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)性地(di)應對電(dian)(dian)(dian)網嚴重故障(zhang)沖擊,有(you)(you)助于保(bao)障(zhang)大(da)電(dian)(dian)(dian)網安(an)(an)全(quan)(quan)穩定運行。
“十三(san)五(wu)”時(shi)期,東(dong)(dong)北電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)首條特(te)高(gao)壓(ya)直(zhi)流外送(song)通道——魯(lu)固直(zhi)流投運。隨著特(te)高(gao)壓(ya)直(zhi)流電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)發(fa)(fa)(fa)展(zhan),東(dong)(dong)北電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)穩(wen)定問題(ti)凸(tu)顯,地(di)區(qu)安全(quan)運行(xing)(xing)風(feng)(feng)險加大。同時(shi),由于東(dong)(dong)北地(di)區(qu)新(xin)(xin)能(neng)源發(fa)(fa)(fa)展(zhan)迅速(su)(su)(su),大規(gui)(gui)模(mo)新(xin)(xin)能(neng)源并網(wang)(wang)的(de)(de)(de)匯(hui)集站(zhan)短路容量偏低(di),系(xi)(xi)統(tong)寬頻(pin)振(zhen)蕩(dang)風(feng)(feng)險加大。東(dong)(dong)北電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)系(xi)(xi)統(tong)保護(hu)工(gong)程是提(ti)升(sheng)防御(yu)嚴重(zhong)故障(zhang)引發(fa)(fa)(fa)系(xi)(xi)統(tong)性風(feng)(feng)險能(neng)力的(de)(de)(de)關鍵手段。針對(dui)特(te)高(gao)壓(ya)直(zhi)流閉鎖引發(fa)(fa)(fa)的(de)(de)(de)頻(pin)率安全(quan)風(feng)(feng)險,該工(gong)程統(tong)籌協(xie)調全(quan)網(wang)(wang)新(xin)(xin)能(neng)源、水(shui)電(dian)(dian)(dian)(dian)(dian)、火(huo)電(dian)(dian)(dian)(dian)(dian)等資源,在(zai)線(xian)防控(kong)(kong)風(feng)(feng)險。該工(gong)程通過就地(di)實(shi)時(shi)電(dian)(dian)(dian)(dian)(dian)壓(ya)精(jing)準感知和多點(dian)優(you)化協(xie)調對(dui)無功資源進(jin)(jin)行(xing)(xing)自(zi)動(dong)反(fan)時(shi)限調控(kong)(kong),實(shi)現特(te)高(gao)壓(ya)直(zhi)流近區(qu)工(gong)頻(pin)電(dian)(dian)(dian)(dian)(dian)壓(ya)的(de)(de)(de)秒級自(zi)動(dong)快(kuai)速(su)(su)(su)控(kong)(kong)制;通過“源頭監控(kong)(kong)、路徑監測、火(huo)電(dian)(dian)(dian)(dian)(dian)控(kong)(kong)保”的(de)(de)(de)寬頻(pin)振(zhen)蕩(dang)三(san)道防線(xian),可在(zai)振(zhen)蕩(dang)發(fa)(fa)(fa)生初期快(kuai)速(su)(su)(su)精(jing)準定位并切除(chu)振(zhen)蕩(dang)源;對(dui)穩(wen)控(kong)(kong)系(xi)(xi)統(tong)通信鏈路進(jin)(jin)行(xing)(xing)網(wang)(wang)絡安全(quan)布控(kong)(kong),防止惡(e)意攻(gong)擊和非法入侵導致的(de)(de)(de)誤(wu)動(dong);為(wei)調度提(ti)供(gong)更為(wei)直(zhi)觀的(de)(de)(de)系(xi)(xi)統(tong)保護(hu)實(shi)時(shi)運行(xing)(xing)監控(kong)(kong)手段。該工(gong)程為(wei)跨區(qu)資源優(you)化配置和大規(gui)(gui)模(mo)新(xin)(xin)能(neng)源集中發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)保駕護(hu)航,有利(li)于在(zai)當(dang)前保供(gong)形勢下(xia)保障(zhang)東(dong)(dong)北、華北地(di)區(qu)電(dian)(dian)(dian)(dian)(dian)力充足供(gong)應。
2016年(nian)以來(lai),國網東北(bei)分(fen)部組織(zhi)區域內四(si)家省級電力公(gong)司、中(zhong)國電科院、南瑞集團、保護設(she)(she)備制造廠家等聯(lian)合開展(zhan)系(xi)統(tong)保護研(yan)發和建設(she)(she),持續開展(zhan)電網特性分(fen)析、系(xi)統(tong)設(she)(she)計、策略研(yan)究(jiu)、裝置研(yan)發、實時數(shu)字(zi)仿真系(xi)統(tong)驗證、現(xian)場(chang)實施等工作,為系(xi)統(tong)保護工程順利投(tou)運奠定(ding)基(ji)礎。
自2018年(nian)7月高頻(pin)(pin)緊急控(kong)制(zhi)系(xi)(xi)統(tong)(tong)投運(yun)至(zhi)今,東(dong)北(bei)(bei)電(dian)(dian)(dian)網(wang)系(xi)(xi)統(tong)(tong)保護工程控(kong)制(zhi)電(dian)(dian)(dian)源(yuan)容量達(da)到5105萬(wan)千瓦,降低了(le)電(dian)(dian)(dian)網(wang)頻(pin)(pin)率崩潰風險。截至(zhi)2021年(nian)年(nian)底,高頻(pin)(pin)緊急控(kong)制(zhi)系(xi)(xi)統(tong)(tong)網(wang)絡安(an)防裝置(zhi)全部(bu)(bu)投運(yun),為(wei)整套系(xi)(xi)統(tong)(tong)提(ti)供(gong)了(le)安(an)全運(yun)行環境;系(xi)(xi)統(tong)(tong)保護調(diao)(diao)度端安(an)全監(jian)(jian)視管(guan)理系(xi)(xi)統(tong)(tong)發(fa)揮了(le)在線(xian)監(jian)(jian)控(kong)預警作用;扎(zha)魯特特高壓換流(liu)站(zhan)近區(qu)自動電(dian)(dian)(dian)壓控(kong)制(zhi)系(xi)(xi)統(tong)(tong)子站(zhan)達(da)到6個,提(ti)升了(le)區(qu)域電(dian)(dian)(dian)壓穩定水平;東(dong)北(bei)(bei)電(dian)(dian)(dian)網(wang)寬頻(pin)(pin)振蕩監(jian)(jian)測與(yu)監(jian)(jian)控(kong)系(xi)(xi)統(tong)(tong)站(zhan)點(dian)達(da)到74個,可(ke)及(ji)時將(jiang)寬頻(pin)(pin)振蕩風險控(kong)制(zhi)在最小范圍內。國網(wang)東(dong)北(bei)(bei)分部(bu)(bu)后續將(jiang)繼續結合系(xi)(xi)統(tong)(tong)變(bian)化,滾動調(diao)(diao)整優化系(xi)(xi)統(tong)(tong)保護布點(dian)及(ji)控(kong)制(zhi)策略。
